Yep for sure. I even was able to look up the patent at one point. Some lady was on this local tv, years ago, some GPB representative, with some local newscaster, he said what is the real reason they are giving vouchers, she lost her shit and said,"we aren't here to talk about the real reason" and became angry, and the dude redirected his question and looked visibly shaken at her response to such and "innocent question."
