They should be free for everyone to receive free energy.
How are the poor people going to pay for it ?
Will landlords pay for them, I don't think so...

There's really no such thing as free. Are the workers that build them going to volunteer their time? They have families to feed... what about the materials to build? The components have to be bought.. who pays for those?
