Just a random thought:

The busses that went on and off a few days ago at the capitol. What if there are indeed tribunals, could those busses carry people for jury-duty? (not sure if that applies with military tribunals. I'm from the NL) If so, many cases, so prob. many juries.
Some of the busses might even bring in defendants.

Anyways just a thought.
