Indeed... in the UK back in the 90s, there were 'speed cams' every 100yds... yet, they never seemed to be able to capture criminala, stealing, assaulting, raping, murdering, but, by god they could get some one doing 10 over the limit...
This was a country wide surveillance network, and NOTHING to to with law enforcement, or keeping the population safe, it was Big Brother, surveolling everyone, all the time.
