How did they even get their hands on the money?
Congress has to approve all budgets and spending.

Now then the way that works is it had to be allocated somewhere in a budget or fund.
There would not have been money allocated for that purpose so it had to be repurposed.
Repurposing money in a budget has to be approved by the body that set the budget to start with.
They can not just take money from where ever the hell they want to and spend it on what the hell ever they want to.

Now so then where might they have had an extra 500 billion?

Where did the money come from?
Hard to hid a payout that large folks if it started out on paper.
