All of the "shortages" are created - there is plenty of fuel, food, energy etc. but the DS pulls stunts to make there appear to be a shortage
Of course, I think at this point there is a good deal of fear porn mixed in just to jack up the anxiety/helplessness feelings that people keep buying into -
