So the issue causing the delay must be having to find and remove nuclear devices already placed in our cities or critical infrastructure, e.g. in shipping containers.

I doubt we are going to see any nuclear explosions, but who am I to know? I was just pointing out that being able to destroy any ballistic missile as it is launched does not necessarily prevent someone blowing one up in situ. What if someone concreted one into the Chernobyl sarcophagus 25 years ago just for good measure? We have surrounded ourselves with critical infrastructure which cannot possibly be defended from modern weapons. We really should try to de-escalate!
