I think it was their goal, and it has certainly made a dent in birth rates so far. Of course it may be even more effective if they were to extend the vaccine to children.

But the vaccine doesn't work they wouldn't approve it for children surely?

Oh wait.
They just approved adding it to the childhood vaccine regimen even though it clearly doesn't work and kills more people than it saves...
