I'd have to say it's all for optics. One just have to know the timeline, who was still in the WH as POTUS. Of course the Gen/Adm will have to say those things so that [they-BO/HRC/Bush] cant suspect Snowden's ultimate mission, bc many WHats still R in danger & family. He had trove of data against the CABAL, & why when he went to HK, and gave that to the alliance, Xi was able to purge many of the CCP/Minions BTS since he went to HK.
