He has been under the supervision and control by the White Hats.
The way I hear it is that they had the "goods" on him about misddeeds (understatement) and therefore he was cooperating with and obeying the White Hats.
Currently "Elon" looks very much like he has been replaced by a look-a-like or a double who is in full compliance with orders from above.
Take a look at photos of him and do some comparing and you might notice his height , weight and appearance fluctuates.
I am not an authority but it appears the real Elon is no longer in the public view. What do you think Erin?
