Cheney became CEO of Halliburton in 1995. Halliburton merged with Dresser Industries in 1998. MWKellogg merged with Brown and Root and became KBR also that same year. Brown and Root was acquired by Halliburton in 1962. KBR became the Construction company that won contracts for Halliburton and later during the Bush Jr/Cheney days with the Governmen like LOGCAP.
