You cannot become king by proclamation his mum has recently died this type of thing would wait till after the mourning process is complete not right away and that in it's self tells you what you need to know.
I mean by rights we should be voting on who the next king should be that is how it works

Funny thing is he is doing decrees you canot do that until you are officially crowned king he cannot even make official proclomations until he is crowned king but he is doing that too
