I believe that's a photo of an illustration from one of the Jehovah's Witnesses publications about the resurrection of the dead on earth after Jehovah destroys everyone in their prophesied (any day now) Armageddon who isn't part of their organization.
Those are happy smiling "we've inherited the earth and the "goats" are all dead now" JW's greeting their arisen from the grave deceased loved ones after the big event. Not heaven.
