ALSO, it contradicts EO 13490, caving into gifts given by lobbyists, regulations/contracts/parties participation from past connections, and engagment with sensitive matters fallings specifically/employment. This EO just brought in enforced codes that have obligations to be witheld. No reason for further regulations.
