FEMA was put into power by President Donald Trump 1/11/21, when he declared a state of emergency in D.C. This effectively SUSPENDED the Constitution. Biden was sworn in under a SUSPENDED Constitution of the United States of/for America. During a State of Emergency FEMA is in charge and US Military is in charge of FEMA, then we take it up the DoD Law of War hierarchy. My point: Congress can't do anything for a 6 month period. This explains why they want to Impeach him. Because Donald Trump is still our President, and only a sitting President can be impeached according to the Constitution.
