Washington is in bold but does denote "DISTRICT OF COLUMBIA" as a section.

Here is March 2, early morning with a flag. Also pics throughout 3.3, flag is there but in line with post. You can see colors distinguishing from pole. Not sure of overnight but these images all have flags.

I think it just depends on the time. I have a few different dates of it being lit. (before 11 when everything goes out) with that structure that was in front it wasn't visable for a bit unless you caught at just the right angle
