it is a well known fact that tunnels run under Portland. They are so proud of them that you can even tour portions of them. The tour is not far from the shop downtown. Its not a huge leap to think other portions of the tunnels that aren't open to the public would be directly under the building. Also trusting the Oregonian as a source us akin to trusting CNN or worse Willamette Weekly.
