yeah all current phone/s regardless of make and operating system are blocking that app from being downloaded. if you had it on your phone and turned off auto-update it shouldve remained on your phone.. if you didnt have it prior to their block update then its not available.

settings-->Downtime--> Content and Privacy Restrictions-->itunes and app stire purchases-->Installing (I had it set to "Don't Allow" I switched it back to "Allow" and my store reappeared)

I figured it out, it was actually due me turning off an an aditional setting while i was disabling other settings.
