I think they can aim it at a specific cell PHONE.

Many, many times, violent storms have bubbled up out of nowhere a mile from our house, aimed right for us, I turn my phone off, and within 10 min, they have diverted or dissipated.

Its too easy to just think its a coincidence... that is how they hide it.
